BLUF. WIRE Business holds at POTENTIAL CRISIS, with the trend easing from ↑ to = as Gulf diplomacy offsets continued ship attacks. Iran's foreign ministry said on 2 Nov the Strait of Hormuz could reopen within two days if the United States meets its conditions, and Brent fell about 4% to near $108.64 in early London trade. The conditions are broad (end of the blockade, sanctions relief, a new Iran–Oman transit route), no deal is announced, and UKMTO relayed another projectile strike in the strait on 1 Nov. Stock futures opened higher Sunday evening after Friday's chip-led sell-off. FRED has still not posted 30 Oct credit spreads, so BIZ-22 stays open; no prediction resolved. BIS has published no extension of the Affiliates Rule suspension, which lapses 9 Nov. Today: Apple after the close; midterms Tuesday.

Family level = highest topic level (BIZ-T2 and BIZ-T3). Roll-up per WIRE_METHOD §1a. Trend key: ↑ toward crisis, ↓ away, = no net change.
Change line. No topic level change. BIZ-T3 trend ↑ → =. Family level POTENTIAL CRISIS, family trend ↑ → =, dominant indicator EXTREME.
Moved indicators (vs 1 Nov). None changed score. S-3 stays EXTREME with no new flow data; its direction is now mixed (a conditional reopening offer against a fresh strike report). Market indicators are carried from the 30 Oct close until today's session.
Diplomacy. Foreign ministry spokesman Esmaeil Baqaei said on 2 Nov that Iran could implement its plan to reopen the strait within two days, down from a seven-day September proposal, and that "everything depends" on Washington accepting its demands (CNA, 2 Nov; Arab News/Reuters). Foreign Minister Araghchi listed an end to the US naval blockade, removal of recent sanctions, a smaller US presence and US acceptance of a new Iran–Oman transit route (Dawn). Iranian negotiators left Doha on 1 Nov; an official briefed on the talks told Reuters a draft proposal is circulating (Daily Sabah/Reuters). The US President said on 1 Nov the war would end "one way or the other" (Benzinga). Attacks. UKMTO relayed a Mayday on 1 Nov reporting a vessel in the strait struck by an "unknown projectile" (Arab News). The Revolutionary Guard navy separately claimed two tankers hit mines on an "unauthorized route", one a burning supertanker, naming neither (Jerusalem Post); see Gaps. Prices and flows. Brent fell $4.79 (4.2%) to $108.64 by 1020 GMT on 2 Nov after the December contract settled at a six-month high on 30 Oct; ADNOC's chief executive said the world has drawn nearly 1 billion barrels from inventories since the war began (Reuters via Investing.com). OPEC+'s seven core producers held December targets on 1 Nov (The Closing Print). No Kpler briefing after 30 Oct is posted (31 Oct, 1 and 2 Nov URLs return 404), so S-3 carries 8,462 kbd, about 49% of baseline (Kpler, 30 Oct). Indicators. S-1 ABNORMAL ($4,429, carried to the 5 Nov print). S-2 ABNORMAL (carried). S-3 EXTREME (carried). S-4 ABNORMAL. S-5 ABNORMAL (French national strike 5 Nov). Roll-up: 1 Extreme, none other above Abnormal = POTENTIAL CRISIS; trend = (offsetting signals). Analyst Comment. The oil move prices the talks, not the water: nothing has reopened, and the conditions are ones Washington rejected in September. We judge a confirmed reopening within two weeks unlikely (about 15%; new BIZ-26). A failed round after the 3 Nov vote would put S-3 back on an upward trend fast.
No new prints. The SOX last closed at 10,688.80 on 30 Oct, 27.0% below its 14,634.72 high (Yahoo Finance). Yahoo Finance calculates the biggest AI and chip stocks have lost about $5 trillion in value since 6 Oct while 625 other large US stocks added about $1.3 trillion (Yahoo Finance, 1 Nov). Nasdaq-100 futures were up 0.3–0.8% Sunday evening (Benzinga, above). AMD reports 3 Nov; CoreWeave 10 Nov. Indicators. A-1 SIGNIFICANT. A-2 SIGNIFICANT (carried). A-3 ROUTINE (Nasdaq −7.8% from record on 30 Oct, carried). A-4 SIGNIFICANT. A-5 ABNORMAL. Roll-up: 3 Significant + 1 Abnormal = POTENTIAL CRISIS (=).
FRED's latest observations remain 29 Oct: HY OAS 3.26%, CCC OAS 13.25%, IG OAS 0.89% (direct CSV download, 2 Nov 06:20 ET; BAMLH0A0HYM2, BAMLH0A3HYC, BAMLC0A0CM). No new private-credit gate notice was found. Indicators. C-1 ROUTINE. C-2 SIGNIFICANT. C-3 ROUTINE. C-4 ROUTINE (carried). C-5 ABNORMAL (carried). C-6 ABNORMAL. Roll-up: ENVIRONMENT FOR CRISIS (=).
Today's Federal Register public-inspection list carries no BIS, OFAC or substantive USTR document, only a USTR staffing notice and routine trade-remedy items (FR public inspection). Dechert and Pillsbury both note that BIS has not published a rule moving the Affiliates Rule's 10 Nov reimposition date, despite the truce extension to 10 Jan 2027 (Dechert; Pillsbury; 2025 suspension rule). Indicators. P-1 ABNORMAL. P-2 ROUTINE. P-3 ROUTINE (deadline 9 Nov). P-4 ROUTINE. Roll-up: NO CRISIS (=). Analyst Comment. Seven days remain for BIS to publish. We still judge an extension likely (BIZ-24, 70%); a lapse would move P-3 to at least ABNORMAL.
S&P 500 closed 7,580.07 on 30 Oct, 3.1% below its 7,818.93 record; VIX 19.42. S&P 500 futures were up 0.26% at about 6:33 PM ET Sunday, pointing to an open near 7,600 (The Closing Print, above). Apple reports after today's close; payrolls on 6 Nov. Indicators. E-1 to E-5 ROUTINE. Roll-up: NO CRISIS (=).
Resolved today: none. BIZ-22 (FRED HY OAS for 30 Oct above 3.26%) stays open; FRED had not posted the 30 Oct value by 06:20 ET.
Still open: BIZ-01, -02, -03, -04, -06, -07, -08, -09, -11, -12, -13, -14, -16, -19, -20, -22, -23, -24, -25.
New (dated 2026-11-02; logged in the prediction ledger): - BIZ-26: A Kpler media briefing dated 3–13 Nov 2026 reports the 7-day average total Hormuz clearance at or above 60% of the pre-war baseline (10,288 kbd). 15%, unlikely. Resolve by 2026-11-16. - BIZ-27: The S&P 500 closes on 2 Nov 2026 above its 30 Oct close of 7,580.07. 60%, roughly even to likely. Resolve by 2026-11-03.
