Baseline work today: the Taiwan Strait (IP-T1) Statement of Normalcy is written and the topic is scored for the first time. Korea (IP-T2), the South China Sea (IP-T3) and Africa remain NOT YET SCORED.
BLUF. The Middle East stays at PROBABLE CRISIS but its trend turns back to ↑: Iran's Revolutionary Guard navy claims seven tankers were hit or mined in the Strait of Hormuz overnight (none independently confirmed; UKMTO did confirm two projectile hits on 20–21 Oct), debris from a drone intercepted over Aramco's Shaybah field killed two workers, and the coalition reports more drones over Medina and the Eastern Province while the Houthis deny "deep" operations. Brent settled flat at $108.82. Europe/Russia holds at POTENTIAL CRISIS (↑): the Kremlin says Russia is ready "in principle" to resume trilateral talks around 10 November, and hours later Russia fired 21 ballistic missiles at Kyiv, one reportedly with a cluster warhead, and hit energy sites for a ninth straight day (RUS-10 now 9 of 10). The Americas hold at ENVIRONMENT FOR CRISIS (=): a federal judge ordered expedited discovery in NAACP v. DHS; 16.8M early votes cast. Global roll-up: PROBABLE CRISIS (↑).

Level change since 21 Oct: none (IP-T1 newly scored). Trend change: Middle East = → ↑; Global = → ↑. Trend key: ↑ toward crisis, ↓ away, = no net change.
Moved indicators (vs 21 Oct). No indicator changed score. Within-band moves: W-1 EXTREME ↑ (seven-tanker IRGC claim; two UKMTO-confirmed projectile hits; IRGC threat to US bases); W-2 EXTREME ↑ (first reported deaths on Saudi soil from an interception this week; Houthi strike claims on Aden and Mukalla); W-6 SIGNIFICANT ↑ (Macron in Riyadh; Sisi frames support as defense of Saudi territory); W-5 SIGNIFICANT ↑ (third US carrier and thousands of troops reported en route); W-7 SIGNIFICANT = ($108.82); W-8 SIGNIFICANT ↑ (Tehran rejects US demands via Pakistan); R-3 SIGNIFICANT ↑ (21 ballistic missiles at Kyiv; cluster warhead reported); R-10 ABNORMAL ↓ (trilateral talks agreed in principle); M-1 SIGNIFICANT = (discovery ordered, no emergency motion).
Hormuz (as of 220500 EDT). Iranian state television, quoting the Revolutionary Guard navy, said seven oil tankers were hit overnight into Thursday: four "transferring oil" were targeted and caught fire, and three struck naval mines and were immobilized. It gave no names, flags or casualties. The IRGC also warned it may target US bases if the US keeps guiding ships through other parts of the strait (AP via The Independent, 22 Oct; Arab News, 22 Oct; Iran International). AP notes that UKMTO did not report these attacks and that monitors have seen some shippers reluctant to report. Separately, UKMTO did confirm two projectile hits: a tanker struck 11 nm west of Bukha, Oman, at 0145 UTC on 21 Oct (fire extinguished, crew safe; identified by Vanguard Tech and Seatrade as the Kuwaiti-flagged KOTC Aframax Al Dasma), and a tanker struck 30 nm southeast of Al Faw, Iraq, at 1830 UTC on 20 Oct (no damage), the first hit off Iraq in over a month (gCaptain, 21 Oct; Seatrade Maritime, 21 Oct). Bloomberg, via gCaptain, reports UKMTO has logged 32 attacks on ships around the Arabian Peninsula so far in October, against 16 in all of September (gCaptain/Bloomberg, 21 Oct). JMIC's 18 Oct advisory kept the Hormuz threat at SEVERE and raised the wider Persian Gulf to SUBSTANTIAL (gCaptain).
Flows. Kpler puts Persian Gulf crude and condensate flows at a high of 24.6 mb/d in the week to 18 Oct, but 16.7 mb/d for October to date, still below pre-war levels; Vortexa puts the same week at 18 mb/d. Both firms estimate pre-war flows of at least 18.5 mb/d, and both warn that dark tankers make real-time figures unreliable and subject to upward revision (gCaptain/Bloomberg, 21 Oct). This is a broader regional measure than the Kpler "Total Hormuz Clearance" series that WAR-15 tracks; the latest reading on that series in hand is still the 20 Oct briefing (7-day average 14,104 kbd vs a 17,146 kbd baseline).
Houthi–Saudi. Saudi Arabia's energy ministry said falling debris from a drone intercepted while targeting a processing facility at Aramco's Shaybah oil field killed two residents (a Filipino and a Nepali) and injured two (a Pakistani and an Indian); a contractor vehicle burned outside the perimeter and operations were unaffected (Arab News, 22 Oct; Reuters via Business Recorder). Coalition spokesman Turki al-Malki reported drones intercepted over the Eastern Province and Medina on Wednesday, with a sixth attributed to the Houthis that evening, and four more over the Eastern Province early Thursday (AFP via Business Recorder; Anadolu, 22 Oct). Houthi spokesman Yahya Saree said the group carried out no "deep" operations in Saudi territory, but claimed a ballistic missile at the coalition operations room at Badr camp in Aden and an attack on equipment at Riyan airport, Mukalla; local officials told Reuters and AFP that missiles and drones hit a base there (Dawn/agencies, 22 Oct). A Houthi official told Fars that all negotiations with Riyadh are deadlocked (Newsquawk, 21 Oct). Argus, citing sources, reported Aramco's Yanbu and Shaybah facilities undamaged after Monday's Houthi claims (Newsquawk).
Gulf-state and partner involvement. President Macron made an unannounced "solidarity" visit to Riyadh on 21 Oct, the first Western leader to visit since the Houthi escalation; France has deployed defensive capabilities to protect the Yanbu terminal, and Paris secured additional Saudi diesel (France 24; Al Jazeera, 21 Oct). President Sisi said Egypt's proposed support is to "defend Saudi territory, and does not include an attack on Yemen," per state-linked Al-Qahera News; Egypt's parliament postponed its debate to next week. Iran's foreign minister Araghchi warned that any Egyptian or other foreign role in Yemen would make matters "more difficult" (Dawn/agencies).
US–Iran track. Araghchi said Iran is ready for diplomacy but will defend itself and sees little reason to expect progress. Al Hadath reported that security chief Rezaei told Pakistan's military chief Munir that Tehran explicitly rejects US demands; the US issued new Iran-related sanctions while licensing a 30-day wind-down that lets some blocked vessels offload non-Iranian cargo (Newsquawk). The National and Al Arabiya report Tehran rules out moving enriched material abroad and keeps its seven-day Hormuz reopening plan conditional on US concessions first (The National, 21 Oct; Al Arabiya, 20 Oct). AP reports Trump rejected the seven-day proposal, indirect talks continue, attacks on shipping have risen since, and the US is sending a third aircraft carrier and thousands of troops to the region (AP via The Independent). Putin told Witkoff that diplomacy with Tehran "is far from being exhausted" (Kremlin, 21 Oct).
Iran–Israel. No Iranian launch at Israel and no acknowledged US or Israeli strike on Iran were found. AP frames the period before Israel's 27 Oct election and the US midterms as one of rising concern that US–Israeli strikes could resume, and reports Tehran has signaled it could add undersea cables and data centers to its target set (AP via The Independent).
Lebanon. Day 2 of the US-mediated military talks at CENTCOM in Tampa ended without agreement on verification: Israel sought a direct joint operations room with the Lebanese military for two pilot zones; Beirut rejected any Israeli authority over its forces' movements (MTV Lebanon, 21 Oct; LBCI evening bulletin, 21 Oct). Anadolu reports Israeli airstrikes and shelling in south Lebanon and a ground force advancing into a town (Anadolu, 22 Oct). No strike on Beirut's southern suburbs was found.
Energy. December Brent settled at $108.82 on 21 Oct (+$0.03) after trading more than $2 higher intraday; WTI (now December) settled at $97.15 (Reuters via StreetInsider; WSJ). EIA showed larger-than-expected crude and gasoline draws (Newsquawk).
Indicators. W-1 EXTREME (↑ within band). W-2 EXTREME (↑ within band). W-3 SIGNIFICANT (=). W-4 ABNORMAL (=). W-5 SIGNIFICANT (↑ within band). W-6 SIGNIFICANT (↑ within band). W-7 SIGNIFICANT (=). W-8 SIGNIFICANT (↑ within band). Roll-up: 2 Extreme + 5 Significant = PROBABLE. Tripwires (W-5 Extreme, W-6 Extreme, or W-4 and W-3 both Extreme) not met.
Analyst Comment. Yesterday's easing did not last. The physical oil system is still adapting, but every pressure gauge that measures intent moved the wrong way overnight: the IRGC's largest single-night claim of the war, a warning aimed at US bases, a public rejection of US demands, and a reported third carrier heading in. The seven-tanker claim is unverified and may be inflated for leverage, as earlier unnamed mine claims were; the UKMTO-confirmed hits off Bukha and Al Faw show attacks are real and spreading north toward Iraq. On the Saudi front, the Shaybah deaths are the first we have logged from interception debris on Saudi soil in this cycle, and Houthi denials of "deep" operations now sit beside confirmed Houthi strikes in Aden and Mukalla. Hence the trend moves back to ↑ without a level change. We judge a US or Israeli strike on Iran before 3 Nov still unlikely (WAR-05 10%, WAR-14 15% stand), but the window after Israel's 27 Oct vote is the one to watch. New WAR-16 tests whether the Saudi front keeps producing casualties.
Strikes (day 9). The Energy Ministry, briefing via first deputy minister Artem Nekrasov, said overnight and morning strikes on 22 Oct hit energy facilities in Poltava, Volyn and Rivne oblasts, with new outages in Dnipropetrovsk, Donetsk, Zaporizhzhia, Sumy, Kharkiv and Kherson oblasts and a power worker killed in Kharkiv oblast; equipment damage forced emergency outages in parts of Kyiv (Interfax-Ukraine, 22 Oct; Informator). The Air Force counted 210 strike drones (110 jet-powered) plus Iskander-M, S-400, Zircon and Onyx missiles; 181 drones were downed or suppressed by 0900, with hits at 32 locations (as relayed by Ukrinform and UNN). Zelensky said 21 ballistic missiles were fired at Kyiv in three waves (Ynet). Kyiv reported one dead and 22–24 injured, including children, with an ambulance station, six ambulances and metro infrastructure on the South Bridge damaged (Ukrinform; Kyiv Post). Defense ministry adviser Serhii Beskrestnov said an Iskander carried a cluster warhead into central Kyiv (Interfax-Ukraine; Kyiv Independent). Ukrinform counts about 60 Russian strikes on energy and oil-and-gas infrastructure in three days (Ukrinform, 21 Oct). RUS-10: 9 of 10 days. RUS-09 (>400 in a night) not met.
Negotiations. Kremlin aide Ushakov said Putin told Witkoff in a nearly three-hour meeting that Russia is "in principle" ready to resume trilateral talks around 10 November, on a post-war security system for Russia and Ukraine; he said the Oslo proposals contained "little" that could help resolve the crisis. Kushner joined by video. Ushakov said a possible first Russia–China–US leaders' meeting at the APEC summit in Shenzhen "has not been rejected" by any capital, and confirmed work under the 9 Oct Putin–Trump call on Russian diesel supplies after the US lifted some sanctions on Russian diesel (Kremlin, 21 Oct). Zelensky said Ukraine supports trilateral talks "as soon as possible" (Anadolu, 22 Oct); CNN and AP report the November resumption (CNN; AP). No Kremlin confirmation of an energy-strike halt (RUS-05).
Black Sea and NATO flank (R-4). No new attack on shipping near NATO coasts was confirmed overnight. AP reports Bulgaria says Russia is likely behind the Black Sea drone attacks on shipping, and NATO is adding surveillance and forensic capabilities after the North Atlantic Council discussion (AP; BGNES). No Article 4 request was found (RUS-04).
Indicators. R-3 SIGNIFICANT (↑ within band; ballistic salvo on the capital, cluster warhead reported, ninth energy day). R-4 SIGNIFICANT (=). R-5 SIGNIFICANT (=). R-6 ABNORMAL (=). R-8 ABNORMAL (=). R-10 ABNORMAL (↓ within band; trilateral talks agreed in principle). R-1 ROUTINE (=). Roll-up: 3 Significant = POTENTIAL. Tripwires (R-4 or R-6 Extreme) not met.
Analyst Comment. Moscow is again pairing a diplomatic concession with heavier force. The offer to resume trilateral talks is real but deliberately paced: it lands after the Oslo package was dismissed, after the US midterms, and close to the APEC window, which keeps Russia's options open on a leaders' meeting. The overnight salvo on Kyiv, 21 ballistic missiles and a reported cluster warhead hours after the meeting, is the sharper signal on the ground, and the energy campaign is now nine days unbroken. We keep the trend at ↑ on strike intensity. RUS-10 (10 days by 31 Oct) is almost certain to hit. RUS-02 (an in-person trilateral by 31 Oct) is now very unlikely, since Moscow named ~10 Nov. New RUS-13 asks whether that November meeting actually happens.
Courts. In NAACP v. DHS (1:26-cv-03263), Judge Loren AliKhan on 21 Oct granted in part the plaintiffs' motion for expedited discovery. Defendants must answer requests 1 and 4 (documents already identified in a related FOIA case, and two DHS directives on election-related investigations) by 26 Oct, and request 3 (threat assessments and rules governing federal personnel near voting locations) by 28 Oct; a joint status report is due 29 Oct. The court denied request 2 and both interrogatories as too broad. Plaintiffs told the court they will give notice of any emergency relief they seek within three business days of a substantive production (Order, ECF 41, via Democracy Docket). No consolidation order and no TRO or PI motion were found in the four tracked cases.
Process. NBC's tracker shows 16,820,608 mail and early in-person votes cast nationally as of its 0500 ET 22 Oct update (10.1M mail, 6.7M in person), up about 3.76M from 21 Oct; 56.56M mail ballots requested or sent; 12 days remain (NBC News). Party-registration shares do not show how ballots were cast.
Indicators. M-1 SIGNIFICANT (=). M-2 ABNORMAL (=). M-7 ABNORMAL (=). M-3 to M-9 pending Election Day. Roll-up: 1 Significant + 2 Abnormal = ENVIRONMENT.
Analyst Comment. The discovery order matters more for timing than for substance. It sets the plaintiffs' path to emergency relief: production on 26 and 28 Oct, then up to three business days to say what relief they want. That pushes a likely motion past 27 Oct, so MID-06 (a TRO/PI motion by 27 Oct) falls to unlikely, and a motion before Election Day becomes the live question (new MID-08). MID-04 (consolidation by 24 Oct) remains unlikely. Early voting is running fast enough that MID-07 (20M by 26 Oct) is very likely. This assessment takes no position on any party's prospects.
SUBJECT: Taiwan Strait INDICATOR: I-1 PLA aircraft around Taiwan (Regional Conflict; PMESII-PT: Military)
ROUTINE: 7-day average under 20 aircraft sorties a day, with periodic one-day "joint combat readiness patrol" spikes
ABNORMAL: 7-day average 20–40 a day, or repeated patrol spikes within a week
SIGNIFICANT: 7-day average over 40, or a named large-scale exercise around Taiwan
EXTREME: a declared blockade, quarantine or exclusion zone
Companion indicators: I-2 China Coast Guard boarding or inspection claims (Routine none; Extreme an enforced inspection regime);
I-3 median-line crossings (routine pattern since 2022); I-4 US/allied transits (routine at a few per year)
Baseline sources / period reviewed: Taiwan MND daily PLA activity reports, 16–22 Oct 2026; thresholds per the family plan
Current reading. Taiwan's MND daily reports (0600–0600 local) show PLA aircraft sorties of 8 (16 Oct), 9 (17 Oct), 2 (18 Oct), 5 (19 Oct), 14 (20 Oct), 29 (21 Oct) and 0 (22 Oct), with 6–7 PLAN ships and 7–9 "official" ships present daily (MND, 19 Oct; MND, 20 Oct; MND, 21 Oct; MND, 22 Oct). The 21 Oct total reflects a "joint combat readiness patrol" and "long-range flight training" on 20 Oct: 27 sorties including J-16, H-6 and KJ-500 types, 21 crossing the median line (MND press release, 20 Oct). The 7-day average is about 9.6 sorties a day.
Indicators. I-1 ROUTINE (7-day average ~9.6). I-3 ROUTINE (crossings within the post-2022 pattern). I-2 and I-4 not scored today (no source read). Roll-up: all scored indicators Routine = NO CRISIS (first scored line).
Analyst Comment. The patrol spike is the familiar pressure pattern, not a posture change. A second patrol within a week, or a named exercise, would move I-1 to Abnormal or higher. Korea (IP-T2) remains in the rotation; the last DPRK ballistic launches found were on 12 Oct, with one missile flying more than 900 km (Yonhap, 12 Oct).
Stand-up sub-WIRE; Statements of Normalcy for Sudan and the Horn (AF-T1) and the Sahel (AF-T2) come next in the rotation. Context only, unscored: the Centre for Information Resilience reports Sudanese government forces and allied Joint Forces advancing in North Kordofan while RSF drone strikes threaten El Obeid (CIR Sudan Witness); Malian authorities reported 957 escorted fuel tankers reaching Bamako on 10 Oct under JNIM's fuel blockade (Sputnik Africa, 10 Oct, a Russian state outlet). Yemen and the Red Sea front stay scored under the Middle East (W-2).
