UNCLASSIFIED // OPEN SOURCE | Saturday, 24 October 2026 | Vol. 2026-297 | As of 240600 EDT OCT 26
Baseline work today: the South China Sea (IP-T3) Statement of Normalcy is written and the topic is scored for the first time, at ENVIRONMENT FOR CRISIS. All three Indo-Pacific topics are now scored. Africa (AF-T1, AF-T2) is next in the rotation; European internal stability (EU-T2) is moving (France) and is flagged for early baselining.
BLUF. The Middle East stays at PROBABLE CRISIS (↑): the Houthis fired ballistic missiles at Riyadh, Taif and Yanbu on Saturday and the coalition says all were intercepted, while front-month Brent settled at $116.72 on Friday, its highest close since 29 April and only $3.28 below the $120 line in WAR-08. Washington cut staff at four regional embassies after a Director of National Intelligence memo warned of Iranian plots against US personnel at "advanced stages," and a US envoy said a strike on Iran "absolutely" could come this weekend; the President said he knew nothing about it. Europe/Russia holds at POTENTIAL CRISIS (=): strikes continue (126 drones overnight), but Russia and Ukraine agreed a US-brokered local ceasefire in Oleshky from 27 Oct and technical talks in early November. The Americas hold at ENVIRONMENT FOR CRISIS (=); a D.C. federal judge consolidated three polling-place cases (MID-04 hit). Global roll-up: PROBABLE CRISIS (↑).
| REGION / TOPIC | CRISIS LEVEL | DOM. INDICATOR | KEY DRIVER (today) | TREND |
|---|---|---|---|---|
| Global roll-up (GL-T1) | PROBABLE CRISIS | EXTREME | Highest regional level (Middle East); Brent at a six-month high; embassy drawdowns on Iranian plot warning; all Indo-Pacific topics now scored | ↑ |
| Middle East: widespread war (ME-T1) | PROBABLE CRISIS | EXTREME | Missiles at Riyadh, Taif and Yanbu intercepted; Brent $116.72; Kpler Hormuz average 74% of baseline; DNI memo and staff cuts at four embassies | ↑ |
| Europe/Russia: Russian aggression (EU-T1) | POTENTIAL CRISIS | SIGNIFICANT | 126 drones overnight, hourly outage schedules nationwide; Oleshky local ceasefire from 27 Oct; Abu Dhabi technical talks in early November | = |
| Americas: US election integrity (AM-T1) | ENVIRONMENT FOR CRISIS | SIGNIFICANT | D.D.C. consolidates LULAC, NAACP and DSCC cases; N.D. Cal. injunction on DHS field operations no longer stayed, no appeal found; 23.7M early votes | = |
| Indo-Pacific: Korean Peninsula (IP-T2) | ENVIRONMENT FOR CRISIS | ABNORMAL | No new launch since 12 Oct; border friction unchanged | = |
| Indo-Pacific: South China Sea (IP-T3) | ENVIRONMENT FOR CRISIS | ABNORMAL | First scored line: at least six PRC–Philippine incidents in early October; water cannon at Second Thomas Shoal (8 Oct); J-16 intercept at Scarborough | ↑ (new) |
| Indo-Pacific: Taiwan Strait (IP-T1) | NO CRISIS | ROUTINE | Zero PLA aircraft 23–24 Oct; 1 PLAN and 5 official ships | = |
| Africa (AF-T1, AF-T2) | NOT YET SCORED | — | Statements of Normalcy next in the rotation | — |
Level change since 23 Oct: none on scored topics; IP-T3 newly scored at ENVIRONMENT FOR CRISIS, which leaves the Indo-Pacific region row at ENVIRONMENT FOR CRISIS. Trend change: Indo-Pacific region ↑ → = (Korea held; the South China Sea enters at its first reading). Trend key: ↑ toward crisis, ↓ away, = no net change.
Moved indicators (vs 23 Oct). No scored indicator changed band. Within-band moves: W-7 SIGNIFICANT ↑ (Brent +$3.55 to $116.72, highest settle since 29 Apr); W-5 SIGNIFICANT ↑ (DNI memo on Iranian plots; staff reductions in Jordan, Lebanon, Qatar and the UAE; envoy's weekend-strike remark); W-1 EXTREME ↓ in flow terms (Kpler 7-day clearance 74% of baseline, from 76%), with new IRGC mine claims that INTERTANKO says lack credible evidence; W-2 EXTREME = (missiles at three Saudi cities, all reported intercepted, no new deaths reported); R-10 ABNORMAL ↓ (first agreed local ceasefire; technical talks dated); M-2 ABNORMAL = (consolidation in D.D.C.); IP-T3 first scored.
Houthi–Saudi front. Coalition spokesman Turki al-Maliki said on Saturday that air defences intercepted and destroyed a Houthi ballistic missile fired toward Riyadh, after the Saudi Civil Defense early-warning platform sounded alerts shortly after 0400 local for Riyadh, Najran and Wadi al-Dawasir; an AFP journalist heard two blasts in the capital. A drone was also destroyed over the Eastern Province. Later on Saturday the coalition said it intercepted two ballistic missiles fired at Taif and Yanbu, after civil-defence danger warnings for Jeddah, Yanbu, Taif and Makkah were issued and then lifted (Arab News, 24 Oct; France 24 Arabic, 24 Oct; Gulf News live, 24 Oct). On Friday the coalition reported a missile toward Khamis Mushait intercepted; Houthi-run al-Masirah reported Saudi airstrikes in Nihm district (it claims three killed and nine injured), in Saada, Hodeidah and Taiz, and on a lighthouse on Mayyun Island in the Bab el-Mandeb. The coalition did not comment, and the casualty claim is not independently verified (Xinhua, 24 Oct). No new death on Saudi soil was reported for 23–24 Oct (WAR-16 open), and no new damage to an Aramco site was confirmed (WAR-17 open).
US posture and the threat picture. In an unclassified memo to the Secretary of State dated 23 Oct, the Director of National Intelligence said Iran has "substantially increased efforts to target U.S. personnel," with lethal plots at "advanced stages" in the Middle East and other countries; targets and methods were not named (Axios, 24 Oct; CBS News). The State Department reduced staffing at the embassies in Jordan, Lebanon, Qatar and the UAE, citing threats from Tehran and the Houthis; the posts stay open under restricted operations, separate from the earlier ordered departure from Saudi Arabia (AP). The US ambassador to Türkiye, Tom Barrack, said on 23 Oct that the US could "absolutely" strike Iran this weekend and is not seeking regime change; President Trump said he did not "know anything about" it (Anadolu, 23 Oct; Times of Israel). The White House's stated position remains no new attack before the 3 Nov midterms (logged 22 Oct). No US or Israeli strike on Iranian soil was found (WAR-05, WAR-14 open).
Hormuz. The IRGC navy claimed on 23 Oct that two supertankers carrying more than 4.5 million barrels hit mines on an "unauthorized" southern route and were abandoned; no vessels were named (Anadolu, 23 Oct; TASS). INTERTANKO told members there is no credible evidence of ships striking mines and that the southern route averages more than 30 transits a day (INTERTANKO). UAE authorities closed Umm Al Quwain beaches after an oil spill linked to a tanker struck earlier in the month (The National, 23 Oct). No sinking was confirmed (WAR-07 open).
Flows. Kpler's 23 Oct media briefing (flows to 21 Oct) puts the 7-day average Total Hormuz Clearance at 12,653 kbd, about 74% of the 17,147 kbd pre-war baseline, down from 76% a day earlier; tanker crossings were 10 on 21 Oct and averaged 14 over seven days against 50 pre-war. Fujairah and Oman loadings averaged 4,418 kbd (29% above baseline); the Red Sea 7-day average was 5,134 kbd (83% above). Kpler Insight counts 11 UKMTO-confirmed incidents in the region last week (12 the week before), "sees Iran leaning towards escalation before the US midterms," and warns rising attacks may reduce Gulf transits and loadings in the coming days. It also reports Iranian oil on water outside the blockade zone at zero, and Persian Gulf crude through the strait in October to date at 10.73 mbd, marginally above September (Kpler media briefing, 23 Oct). The latest daily readings are preliminary floors that have typically settled 1.5–2 times higher.
Energy. Front-month (December) ICE Brent settled at $116.72 on 23 Oct, up $3.55 (3.14%); it rose 6.24% on the week, its fifth straight weekly gain, and the settlement is the third-highest of 2026, 1.38% below the 31 March high of $118.35 (Morningstar/Dow Jones Data Talk, 23 Oct). WTI settled at $103.27. Reuters attributed the move to the Houthi attacks in Saudi Arabia and the UAE spill (Reuters via Investing.com, 23 Oct). WAR-08 (>$120) is not yet met; WAR-11 (<$100) looks remote.
Egypt. The House of Representatives votes on 26 Oct on authorizing defensive military support to Saudi Arabia; approval needs two-thirds of the 596-seat chamber (398 votes). Pro-government parties back it; the Egyptian Social Democratic Party has directed abstention, and a deputy speaker said the chamber leans toward approval (Egypt Independent; Ahram Online). WAR-09 (approval by 31 Oct) stays likely.
Iran–Israel and Israel's vote. No Iranian launch at Israel was found (WAR-04 open). Israel votes on 27 Oct; the poll blackout began Saturday. Friday's final TV polls show neither bloc at 61: Channel 13 has the change bloc at 54 and the coalition at 50; Channel 12 has 56 and 50; Kan has 52 and 50 with a fourth party entering. Arab-majority parties poll 14–16. If no government forms, a repeat election would fall in early 2027 with the incumbent as caretaker (Times of Israel, 24 Oct). Iranian state media say President Pezeshkian will meet Putin in Moscow next week at the Gas Exporting Countries Forum, around 27 Oct (Arab News; Iran International, 23 Oct).
Lebanon. Lebanon's NNA reported Israeli airstrikes near Nabatieh al-Fawqa, shelling near Zawtar al-Sharqiya and low-altitude drone flights over Beirut and Tyre on 23 Oct; NNA-based tallies put deaths from Israeli attacks since 2 March at 4,386 (Anadolu, 23 Oct). No strike on Beirut's southern suburbs was found (WAR-12, due 27 Oct).
Jordan (context). Gunmen killed seven people and wounded about 40 at a funeral at a Greek Orthodox church in Karak on 23 Oct; officials described the attackers as an extremist group, and a manhunt continues (AP; BBC). A reported ISIS claim is single-sourced (see Gaps). No state attribution has been made. The church dimension is covered in the Orthodox WIRE.
Indicators. W-1 EXTREME (= ; flows 74%, IRGC mine claims unverified). W-2 EXTREME (= ; three cities targeted, intercepted, no new deaths). W-3 SIGNIFICANT (=). W-4 ABNORMAL (=). W-5 SIGNIFICANT (↑ within band). W-6 SIGNIFICANT (= ; Egyptian vote 26 Oct). W-7 SIGNIFICANT (↑ within band; $116.72). W-8 SIGNIFICANT (=). Roll-up: 2 Extreme + 5 Significant = PROBABLE. Tripwires (W-5 Extreme, W-6 Extreme, or W-4 and W-3 both Extreme) not met.
Analyst Comment. Three signals point the same way this weekend: Houthi fire now reaches the kingdom's west (Taif, Yanbu, alerts over Makkah and Jeddah), the oil market is pricing more disruption, and Washington is pulling people back from four more posts on intelligence of Iranian plots. That is a protective posture, consistent with the post-midterm strike planning reported on 22 Oct; it is not by itself evidence of an imminent US strike, and the envoy's weekend remark was not echoed by the President. We assess a US strike on Iranian soil before 3 Nov as still unlikely (WAR-05 10%), and hold the trend at ↑. Brent's distance to $120 is now one ordinary session; WAR-08 (20% when made) is closer to roughly even on current prices, which we note without changing the logged probability. New WAR-18 tests Kpler's escalation warning against the flow data.
Strikes. Ukraine's Air Force said Russia launched 126 drones (61 of them jet-powered Shaheds), plus S-8000 Banderol missiles and decoys, from the evening of 23 Oct; 101 were downed or jammed by 0800, with hits at 14 locations (Ukrainska Pravda, 24 Oct). Ukrenergo applied hourly outage schedules (07:00–23:00) and industrial limits on 24 Oct, citing the aftermath of "massive Russian attacks on energy facilities," and ordered emergency cuts in four districts of Kyiv oblast by mid-morning (Komersant Ukrainian, 24 Oct; OBOZ.UA, 24 Oct). On 23 Oct a drone hit an energy facility in Lviv district, cutting power to 175 settlements (Ukrinform, 23 Oct). In Kyiv two people were injured when a drone hit a house; Russia's defence ministry claimed strikes on an uncrewed-boat facility at Chornomorsk and a dry-cargo ship bound for Odesa, and said it downed 616 Ukrainian drones (Anadolu, 24 Oct). RUS-14 tally: 10 confirmed days (14–23 Oct); 24 Oct not yet confirmed as an energy-site strike day by the Energy Ministry. RUS-09 (>400 in one night by 25 Oct) not met.
Negotiations. Russia and Ukraine agreed on 23 Oct to a localized ceasefire in Russian-occupied Oleshky (Kherson oblast) to deliver aid and evacuate civilians, brokered through the US First Lady. Russia's chief of the general staff said Russian forces would halt fire from 0400 local on 27 Oct, and Ukraine's military command gave 0300 Kyiv time on 27 Oct; the White House statement gave 29 Oct (Reuters via Investing.com, 23 Oct; White House, 23 Oct; Ukrinform, 23 Oct). President Zelensky said negotiators from Ukraine, Russia and the US agreed to technical-level meetings in the first half of November in Abu Dhabi; a US official said the venue could also be Switzerland (Reuters). No Kremlin confirmation of an energy-strike halt was found (RUS-05).
NATO flank (R-4). No new attack on shipping near NATO coasts and no Article 4 request were found (RUS-04).
Europe, unscored context (EU-T2). France deployed 70,000 police for a second nationwide day of protest on 24 Oct, a week after the 17 Oct riots; Lyon, Nice and Montpellier imposed blanket bans, Paris museums closed, and the justice minister said 232 people have been jailed and more than 1,100 have appeared in court over the 17 Oct unrest (BBC, 24 Oct; Guardian, 23 Oct; AP). Under the EU-T2 draft thresholds, multi-day violent unrest in three or more cities would be Extreme; we do not score it until its Statement of Normalcy is written.
Indicators. R-3 SIGNIFICANT (= ; smaller salvo, nationwide outage schedules). R-4 SIGNIFICANT (=). R-5 SIGNIFICANT (=). R-6 ABNORMAL (=). R-8 ABNORMAL (=). R-10 ABNORMAL (↓ within band). R-1 ROUTINE (=). Roll-up: 3 Significant = POTENTIAL. Tripwires (R-4 or R-6 Extreme) not met.
Analyst Comment. Oleshky is the first agreed ceasefire of any kind we have logged in this cycle, and it comes with dated technical talks. It is narrow and humanitarian, not a truce; strikes on the grid continued the same night. We hold the trend at =: the talks signal and the continuing strikes offset each other. The three different start dates (27 Oct from both militaries, 29 Oct from the White House) are a small but real implementation risk. New RUS-15 tests whether aid actually reaches the town. France is the larger European stability story this weekend and should be baselined soon.
Courts. In D.D.C., Judge Loren L. AliKhan on 23 Oct ordered consolidation of LULAC v. DHS (1:26-cv-03157), NAACP v. DHS (1:26-cv-03263) and DSCC v. ICE (1:26-cv-03330) (NAACP v. DHS, ECF 42, via CourtListener); the same order is entered as ECF 27 on the LULAC docket. NAACP v. Blanche (1:26-cv-03626) was assigned to Judge Reggie B. Walton on 21 Oct and is not part of the order. No TRO or PI motion was found on any of the four dockets (MID-06, MID-08). MID-04 resolves a hit. In N.D. Cal., plaintiffs in California Nurses Association v. Mullin filed notice on 22 Oct that the bond was paid (ECF 88); no notice of appeal or stay motion appears in the CourtListener (RECAP) docket index, so the injunction on DHS election-related field operations appears to have taken effect when the stay lapsed at 5 pm on 23 Oct.
Process. NBC's tracker shows 23,696,128 mail and early in-person votes cast nationally at its 0530 ET 24 Oct update (12.9M mail, 10.8M in person), with 57.3M mail ballots requested or sent and 10 days remaining (NBC News). Party-registration shares do not show how ballots were cast.
Indicators. M-1 SIGNIFICANT (= ; DHS program restrained by court, federal posture otherwise unchanged). M-2 ABNORMAL (= ; consolidation speeds, but does not decide, the polling-place cases). M-7 ABNORMAL (=). M-3 to M-9 pending Election Day. Roll-up: 1 Significant + 2 Abnormal = ENVIRONMENT.
Analyst Comment. Consolidation puts the three polling-place cases on one track before one judge ten days out, with NAACP document productions due 26 and 28 Oct. That makes a single, faster ruling possible if plaintiffs move for emergency relief, but none has. The government's apparent decision not to seek an emergency stay of the California order, if it holds, argues for M-1 easing next week. This assessment takes no position on any party's prospects.
SUBJECT: South China Sea INDICATOR: SC-1 PRC-Philippine incidents at Second Thomas Shoal,
Scarborough Shoal and the Spratlys (Regional Conflict; PMESII-PT: Military)
ROUTINE: shadowing, blocking and radio challenges; resupply of BRP Sierra Madre proceeds
ABNORMAL: water cannon use, ramming, laser or flare use, or a resupply or medevac delayed
SIGNIFICANT: casualties from PRC action, or a resupply blocked outright for 7+ days
EXTREME: use of lethal force, a boarding or seizure of a Philippine government vessel or outpost,
or an MDT Article IV invocation
Companion indicators: SC-2 air intercepts (Routine shadowing; Abnormal unsafe intercept or flare;
Significant collision or weapons lock; Extreme shootdown); SC-3 new PRC structures or reclamation
(Routine none; Abnormal temporary platforms; Significant new permanent works at Scarborough;
Extreme militarized structure at Scarborough)
Baseline sources / period reviewed: Philippine Coast Guard and armed forces releases via USNI News,
Inquirer and PNA; Reuters/AP on the June platform; 2024 provisional resupply arrangement as the
norm; Jan-Oct 2026; thresholds per the family plan
Current reading. USNI News counted at least six dangerous engagements between Philippine and Chinese forces at Scarborough, Second Thomas Shoal and the Spratlys in the first days of October, plus a new standoff near the Batanes in the Luzon Strait. On 3 Oct an armed PLA Air Force J-16 intercepted a Philippine Air Force C-208 over Scarborough; on 8 Oct China Coast Guard cutters harassed the medevac of a sailor from BRP Sierra Madre; and in September Chinese forces blocked a resupply mission, the first publicly reported interception since the 2024 provisional arrangement (USNI News, 9 Oct). Inquirer reports that CCG vessel 5306 used a water cannon during the medevac (it missed) and that the operation was delayed about ten hours (Inquirer; Inquirer). China's 6-by-6-metre floating platform at Scarborough was protested in June and gone by 17 June (Reuters, 10 Jun; Philstar, 17 Jun).
Indicators. SC-1 ABNORMAL (water cannon; medevac delayed ten hours; September resupply blocked). SC-2 ABNORMAL (unsafe J-16 intercept). SC-3 ROUTINE (no structure present since June). Roll-up: 2 Abnormal = ENVIRONMENT FOR CRISIS (first scored line).
Korean Peninsula (IP-T2). No new DPRK ballistic launch since 12 Oct was found (IPA-01 open). IP-T2 stays ENVIRONMENT FOR CRISIS (=).
Taiwan Strait (IP-T1). Taiwan's MND reported no PLA aircraft and 1 PLAN and 5 official ships between 0600 on 23 Oct and 0600 on 24 Oct (MND, 24 Oct; CNA, 24 Oct). IP-T1 stays NO CRISIS (=).
Analyst Comment. All three Indo-Pacific topics now have baselines. The pattern is a Strait that is quiet and two flanks that are busy without being in crisis. The South China Sea's live risk is Second Thomas Shoal: a blocked rotation or an injury there would move SC-1 to Significant and the topic to POTENTIAL. New IPA-02 tests whether water-cannon use recurs within five weeks.
Stand-up sub-WIRE; the Sudan and the Horn (AF-T1) Statement of Normalcy is next in the rotation, then the Sahel (AF-T2). Context only, unscored: the UN reports drone strikes in Sudan killed at least 306 people in the first three weeks of October (UN News); Darfur24 reports Sudanese military drone strikes on several sites in RSF-held El Fasher on 23 Oct, with civilian casualties and no total given (Darfur24, 23 Oct). Yemen and the Red Sea front stay scored under the Middle East (W-2).
