UNCLASSIFIED // OPEN SOURCE | Tuesday, 27 October 2026 | Vol. 2026-300 | As of 270600 EDT OCT 26
Baseline work today: the European internal stability (EU-T2) Statement of Normalcy is written and the topic is scored for the first time, at ENVIRONMENT FOR CRISIS. The Europe/Russia region row stays at POTENTIAL because EU-T1 is higher. Next in the rotation: the Levant (ME-T2), brought forward by Jordan's strikes in Syria.
BLUF. The Middle East holds at PROBABLE CRISIS (=). Kpler's 27 Oct briefing puts the 7-day average of oil clearing the Strait of Hormuz at about 54% of its pre-war baseline, down from 65% a day earlier (a preliminary floor that has typically settled higher), and says Kpler Insight sees Iran "leaning towards escalation" before the US vote. That reading resolves WAR-18 as a hit. Egypt's parliament has authorized the President to support Saudi Arabia's defence, if Riyadh asks (WAR-09 hit). Against that, Iran and the three Mecca-pact states agreed in Tehran to keep talking, and Iran restated seven conditions for any new US track. The coalition intercepted three ballistic missiles aimed at the Eastern Province and seven drones. Israel votes today; final polls showed neither bloc at 61 seats. Europe/Russia holds at POTENTIAL (=): the Oleshky truce took effect at 0300 Kyiv after a 16-missile, 280-drone raid. The Americas hold at ENVIRONMENT (=) with 31.1M early votes. Global roll-up: PROBABLE CRISIS (=).
| REGION / TOPIC | CRISIS LEVEL | DOM. INDICATOR | KEY DRIVER (today) | TREND |

Level change since 26 Oct: none on previously scored topics. EU-T2 newly scored at ENVIRONMENT FOR CRISIS. Africa trend returns from ↑ (new) to =. Trend key: ↑ toward crisis, ↓ away, = no net change.
Moved indicators (vs 26 Oct). No previously scored indicator changed band. Within-band moves: W-1 EXTREME ↑ (Kpler 7-day average about 54% of baseline; 6 tanker crossings on 25 Oct); W-2 EXTREME ↑ (three ballistic missiles at the Eastern Province, drones at Riyadh and the south; alerts in Al Kharj); W-6 SIGNIFICANT ↑ (Egyptian mandate approved, no Saudi request yet); W-8 SIGNIFICANT ↓ (joint statement to continue dialogue; Iran's seven conditions); R-3 SIGNIFICANT ↑ (16 ballistic missiles in one night); R-10 ABNORMAL ↓ (Oleshky truce in force); EU-T2 first scored.
Hormuz and energy. Kpler's media briefing prepared on 27 Oct (flow data to 25 Oct) puts the 7-day average of total Hormuz clearance at 9,337 kbd, about 54% of the pre-war baseline of 17,147 kbd, with a daily range from 4,892 kbd on 25 Oct to 13,985 kbd on 22 Oct. Strait transits excluding Iranian-origin vessels averaged 8,300 kbd, just under half of baseline, and tanker crossings were 6 on 25 Oct, averaging 13 over seven days against a pre-war 50. Kpler repeats that the latest readings are preliminary floors that have typically settled 1.5 to 2 times higher. Bypass routes offset part of the loss: Fujairah and Oman loadings ran about 26% above baseline, and Red Sea volumes about 28% above. Kpler Insight "sees Iran leaning towards escalation before the US midterms on 3 November", reports that Aramco evacuated its Dhahran headquarters, and cites the IMO as recording at least 10 attacks on VLCCs in October (Kpler media briefing, 27 Oct). Brent was up 40 cents at $116.24 at 0718 GMT on Tuesday after falling about 1% earlier in the session; it touched $117 on Monday. ANZ Research put Hormuz flows at about 60% of normal (Reuters via Investing.com, 27 Oct).
Houthi–Saudi front. Coalition spokesman Turki al-Maliki said early Tuesday that air defences intercepted three ballistic missiles aimed at the Eastern Province, with no casualties, and four drones heading for the southern regions. Civil Defense had issued emergency alerts in the Eastern Province and in Al Kharj governorate south of Riyadh. On Monday evening the coalition reported three more drones destroyed over the Riyadh region and the south (Al Jazeera/Reuters, 27 Oct; Anadolu, 27 Oct; SPA). The coalition also reported a ballistic missile intercepted toward Riyadh (SPA); the date of that item could not be confirmed from the headline alone (see Gaps). The US Mission's 27 Oct security alert says King Khalid International Airport has been partially open since 23 Oct for domestic and some international flights by national carriers, with some Riyadh flights moved to Qassim (Gulf News live, 27 Oct). No new death on Saudi soil and no confirmed Aramco damage were found (WAR-16, WAR-17 open).
Egypt. The House of Representatives on Monday authorized the President "to take the necessary measures", in coordination with Riyadh, to support Saudi Arabia in defending its "territory, sovereignty and holy sites against any external aggression". Parliament said the two-thirds threshold under Article 152 (398 of 596 members) was met but published no tally (The National, 26 Oct; AP; Al Jazeera/Reuters). The mandate applies only if Saudi Arabia asks, and no formal Saudi request has been announced (The National). AP cites a regional official who says Egypt will not provide ground troops. WAR-09 resolves as a hit. No deployment has been reported (WAR-10 open).
Diplomacy. The Tehran meeting with Saudi defence minister Khalid bin Salman, Pakistan's military chief Asim Munir and Turkish intelligence chief Ibrahim Kalin ended without concrete announcements. In a joint statement carried by Iranian state media, the four states "agreed to continue the dialogue ... including for peace and security in the region" (Al Jazeera/Reuters, 27 Oct; Straits Times/AFP). Supreme National Security Council secretary Mohsen Rezaei called the talks "very good". His deputy, Ali Bagheri Kani, said the US must meet seven conditions before a new phase of negotiations, and that Iran could shorten its proposed seven-day implementation period to four or five days. Foreign Ministry spokesman Esmaeil Baghaei said Iranian technical negotiators were examining US counterproposals on lifting the naval blockade (Iran International, 26 Oct). The same report quotes the US Treasury Secretary as saying the next eight weeks of pressure "is going to get even more intense". No US–Iran announcement was found (WAR-01 open).
US posture. The reporting of 26 Oct stands: US officials told CNN that forces can launch major operations within 96 hours of an order, most likely after the midterms (CNN, 26 Oct). The White House has said the US will not attack Iran before the 3 Nov vote (AP; Anadolu, 22 Oct). No US or Israeli strike on Iranian soil was found (WAR-05, WAR-14 open).
Israel votes. Polls opened at 07:00 and close at 22:00 local time (20:00 GMT), when broadcasters publish exit polls. About 7.3 million people are eligible, at 12,018 polling stations; 37 lists are running, and the threshold is 3.25% (Anadolu, 26 Oct). The final polls from Channel 12, Channel 13 and Kan put Yashar ahead of Likud (22–23 seats against 19–21) and gave the outgoing coalition 50 seats and the opposition parties 52–56, with neither bloc at 61 (Times of Israel). Soldiers' and special ballots are counted from Wednesday (BBC), and official results are due by 4 Nov (Anadolu). West Bank crossings are closed for the vote, and Hebron has been sealed since a 23 Oct shooting killed two Israeli soldiers (Al Jazeera, 25 Oct; CBS). Leave was cancelled for election day, though defence officials said they had no concrete intelligence of an imminent Iranian or Hezbollah attack (Israel National News, 18 Oct). No Iranian launch at Israel was found (WAR-04 open).
Lebanon. Reports list Israeli strikes in the south on 26 Oct, including Baraachit, Qantara and Zawtar al-Sharqiyeh (Al-Manar, Hezbollah-run). No strike on Beirut's southern suburbs was found through the start of 27 Oct (WAR-12 due today; final check tomorrow).
Levant, unscored context (ME-T2). Jordan's air force struck what it called "terrorist organisations" in Daraa province, southern Syria, on Monday, in retaliation for the 23 Oct attack on a funeral at a Greek Orthodox church in Karak that killed nine and injured 34. Syrian health officials said five civilians, including women and children, were killed. Jordan said it coordinated with Damascus; Syria said it had not been notified and closed the Nassib crossing, the only passenger and commercial crossing between the two countries. Jordan's interior minister said the three men arrested on Monday for the church attack are all Jordanians (BBC, 26 Oct; Al Jazeera). Cross-reference: the Orthodox WIRE covers the church attack itself.
Indicators. W-1 EXTREME (↑ within band). W-2 EXTREME (↑ within band). W-3 SIGNIFICANT (=). W-4 ABNORMAL (=). W-5 SIGNIFICANT (=). W-6 SIGNIFICANT (↑ within band; mandate passed, no request or deployment). W-7 SIGNIFICANT (=). W-8 SIGNIFICANT (↓ within band). Roll-up: 2 Extreme + 5 Significant = PROBABLE. Tripwires (W-5 Extreme, W-6 Extreme, or W-4 and W-3 both Extreme) not met. Trend =: lower Hormuz flows and the Egyptian mandate are offset by the agreement to keep talking in Tehran.
Analyst Comment. The Kpler drop is real but probably overstated. The 25 Oct day reading is a preliminary floor, and Kpler's own record says such floors settle 1.5 to 2 times higher. Even so, three readings in a row have fallen (74%, 65%, 54%), and Kpler's own research desk now expects Iran to escalate before 3 Nov. That fits the IRGC campaign against tankers more than any wider change. The Egyptian vote matters as a signal more than as capability. It completes Cairo's legal steps, but Cairo still waits on a Saudi request, and a regional official rules out ground troops. Israel's vote is the next decision point. A hung result, which the polls point to, leaves the incumbent as caretaker through coalition talks. We judge a US strike on Iranian soil before 3 Nov unlikely (about 10%, unchanged).
Strikes. Ukraine's Air Force said Russia launched Iskander-M/S-400 ballistic missiles and 280 strike drones (69 jet-powered Shaheds) from 18:00 on 26 Oct; by 09:00, two ballistic missiles and 255 drones had been downed or suppressed, with hits at 25 locations and debris at 16 (Kyiv Post, 27 Oct). The President said Russia fired 16 ballistic missiles in total. Kyiv's Southern Bridge was hit and closed, with Green Line metro service split, and he said energy facilities, logistics and urban infrastructure were targeted in about a dozen regions (Ukrinform, 27 Oct). A strike on a Kyiv university campus on Monday evening killed one person and injured 12 (Kyiv Post; Ukrinform). On 26 Oct, drone debris damaged an energy facility in Chernivtsi region, causing outages (Ukrainska Pravda, 26 Oct; Ukrinform).
RUS-14 tally: 13 days (14–26 Oct), adding 26 Oct on the Chernivtsi report. It needs two of the remaining five days. 27 Oct is likely but not yet counted, because no site-specific energy report has been found.
Oleshky. The local ceasefire took effect at 0300 Kyiv time on 27 Oct. Ukraine's ombudsman said "the parties are adhering to the agreements" reached with his Russian counterpart, and Russia's defence ministry said its forces ceased fire from 04:00 Moscow time (Interfax-Ukraine, 27 Oct; ZN.ua). The ombudsman has said the mission itself starts on 29 Oct after route demining (ZN.ua); the BBC reports aid and evacuation planned for Friday (BBC). No monitoring mechanism has been made public (Kyiv Post). No aid delivery or evacuation has been confirmed yet (RUS-15 open).
Indicators. R-3 SIGNIFICANT (↑ within band). R-4 SIGNIFICANT (=). R-5 SIGNIFICANT (=). R-6 ABNORMAL (=). R-8 ABNORMAL (=). R-10 ABNORMAL (↓ within band). R-1 ROUTINE (=). Roll-up: 3 Significant = POTENTIAL. Tripwires not met.
Analyst Comment. Russia hit Kyiv's transport links hard on the eve of the first working arrangement of the autumn. That is consistent with treating the Oleshky truce as a narrow humanitarian carve-out, not a step toward a wider pause. The test is whether convoys reach the town around 29–30 Oct.
SUBJECT: Internal stability of EU and candidate states (focus: France, Belgium, Italy,
the Western Balkans)
Normal for this theatre is large, lawful street protest and periodic strikes, contested
but peaceful elections, and governments that fall by parliamentary vote, not by force.
EI-1 Mass unrest (Political/Social; L): ROUTINE marches with sporadic clashes; ABNORMAL a
national day of action of 250,000+, or clashes in several cities; SIGNIFICANT looting or
1,000+ arrests in one day, or 500+ police injured in one weekend; EXTREME a state of
emergency or troops deployed for public order
EI-2 Government continuity (Political; L): ROUTINE government in place; ABNORMAL a snap
election or a government defeated in a confidence vote; SIGNIFICANT a ruling party
refuses a result or a transfer is contested; EXTREME an unconstitutional seizure or
suspension of an election
EI-3 Political violence (Security; L): ROUTINE isolated incidents; ABNORMAL violent protest
in two or more states in one week; SIGNIFICANT a killing of an official or a deadly
protest; EXTREME sustained armed violence
EI-4 Labour paralysis (Economic; Lg): ROUTINE sector strikes; ABNORMAL a multi-union national
strike called; SIGNIFICANT a national strike that halts rail, air or fuel for 48+ hours;
EXTREME a general strike of a week or longer
Baseline sources / period reviewed: French Interior Ministry figures via RFI (Oct 2026);
Serbian electoral commission (RIK) and government releases (Oct 2026); BBC; 2018-2026
(including the 2018-19 Yellow Vests cycle)
Current reading. About 410,000 people marched across France on 24 Oct, according to the Interior Ministry, with 70,000 police deployed; 1,314 were arrested and about 50 officers injured. The weekend before, on 17 Oct, saw widespread looting and more than 1,000 police injured. Unions and protest groups have called new rallies for 31 Oct and a nationwide strike on 5 Nov. Belgian police used tear gas in Brussels on 24 Oct; protests in Albania turned violent this month; several Italian cities saw clashes for a second week (RFI, 26 Oct; franceinfo). In Serbia, the electoral commission's preliminary results from 8,187 polling stations give the Student List 52.71% and 140 of 250 seats and the ruling list 39.17% and 104 seats, on 4.30 million votes cast (Government of Serbia/RIK, 26 Oct). The ruling party has conceded (BBC, 26 Oct).
Indicators. EI-1 SIGNIFICANT (17 Oct looting and 1,000+ police injured, inside a 14-day window; 24 Oct contained). EI-2 ABNORMAL (Serbian snap election and conceded change of government). EI-3 ABNORMAL (violent protest in France, Belgium, Albania and Italy in one week). EI-4 ABNORMAL (multi-union strike called for 5 Nov). Roll-up: 1 Significant + 3 Abnormal = ENVIRONMENT FOR CRISIS (first scored line). No override.
Analyst Comment. France is the driver: the movement is widening from students to unions and the Yellow Vests just as police unions warn they cannot sustain 70,000-strong deployments. The 5 Nov strike is the next marker. Serbia lowers risk: a peaceful concession after two years of protest removes the most likely Balkan flashpoint for now.
Process. NBC's tracker shows 31,099,073 mail and early in-person votes cast (15.2M mail, 15.9M in person) and 58.21M mail ballots requested or sent, with seven days remaining (NBC News, updated 05:30 ET 27 Oct). That is up about 2.16M from Monday's reading.
Courts. In the consolidated LULAC v. DHS (1:26-cv-03157), expedited discovery is due on 26 and 28 Oct ahead of an anticipated preliminary-injunction motion; no TRO or PI motion has been reported (Law&Crime; Capture Cascade docket timeline). MID-06 (motion by today) is very unlikely; a motion after the 28 Oct discovery date would still count for MID-08.
Americas, unscored context (AM-T2). In Brazil, the runner-up dropped his request to annul the run-off, and his party formally accepted the certified result. He will instead pursue a separate electoral-abuse action against the winning ticket. Electoral officials said about 33,800 votes were cast after 17:00, against a margin of about 4.4 million (Xinhua, 27 Oct; G1; Straits Times).
Indicators. M-1 SIGNIFICANT (=). M-2 ABNORMAL (=). M-7 ABNORMAL (=). M-3 to M-9 pending Election Day. Roll-up: 1 Significant + 2 Abnormal = ENVIRONMENT.
Analyst Comment. Brazil's challenge has moved from the street-facing annulment claim into ordinary litigation, which lowers AM-T2 risk. In the US, discovery on 28 Oct is the last obvious trigger for an injunction motion before Election Day. This assessment takes no position on any party's prospects.
Taiwan Strait (IP-T1). Taiwan's MND reported 3 PLA aircraft sorties, 8 PLAN ships and 4 official ships in the 24 hours to 0600 on 27 Oct; all three aircraft entered the northern and southwestern ADIZ (MND; CNA). That is within the routine band. NO CRISIS (=).
Korean Peninsula (IP-T2). No DPRK ballistic launch since 12 Oct was found (Yonhap, 12 Oct). ENVIRONMENT FOR CRISIS (=). IPA-01 open.
South China Sea (IP-T3). The last confirmed water-cannon use remains the 8 Oct incident at Second Thomas (Ayungin) Shoal (Manila Times, 10 Oct). ENVIRONMENT FOR CRISIS (=). IPA-02 open.
Sahel (AF-T2). No new attack with 20 or more security personnel killed was found since 26 Oct. Reporting continues to describe Bamako as supplied by escorted tanker convoys, with more than 300 tankers destroyed over the campaign (African Arguments, Oct). Human Rights Watch documented JNIM executions of captured Malian soldiers and civilian killings by the military (HRW, 19 Oct). SA-1 ROUTINE, SA-2 SIGNIFICANT, SA-3 SIGNIFICANT, SA-4 ROUTINE (all =). POTENTIAL CRISIS (=). AFR-02 open.
Sudan and the Horn (AF-T1). No new single event with 50 or more killed was found since 26 Oct. Human Rights Watch marked one year since the RSF capture of El Fasher, where the UN estimates more than 6,000 were killed in three days (HRW, 26 Oct; OHCHR). AF-1 SIGNIFICANT, AF-2 to AF-4 ABNORMAL (all =). ENVIRONMENT FOR CRISIS (=). AFR-01 open.
Analyst Comment. A quiet day of reporting from both theatres reflects thin collection more than calm. The Sahel line rests on the Bamako blockade, which has not lifted.
