BLUF. WIRE Economics holds at POTENTIAL CRISIS (=), with digital assets still carrying two Significant indicators. Binance withdrawals remain suspended two days after the record ~$6.3 billion theft; the exchange targets a phased restart by Sunday, 1 Nov and a full proof-of-reserves report on Monday, 2 Nov (Binance; CoinDesk). US spot Bitcoin ETFs lost $643.2M on 30 Oct, turning the week to a $202.4M net outflow (Farside). Bitcoin closed 30 Oct at $77,198 (Yahoo). Expiring December Brent settled $117.64, a six-month high, on Iran escalation fears (Reuters via Euronext), while the 10-year fell to 4.94% (Treasury). Resolved: BTC-09 hit, ECO-08 miss.

Family level = highest topic level. Roll-up per WIRE_METHOD §1a. Trend key: ↑ toward crisis, ↓ away, = no net change.
Change line. Family level POTENTIAL CRISIS, unchanged; trend ↑ → =. No topic changed level.
Moved indicators (vs 30 Oct). None changed score. B-4 (ETF flows) stays ROUTINE: the week's −$202.4M outflow is inside the ±$1B band.
Security. Binance's official update, last revised 30 Oct, says withdrawals are "temporarily suspended" while security checks are completed, deposits operate normally, about $3 billion is frozen on-chain and losses will be covered from the SAFU fund and company funds (Binance). Co-CEO Richard Teng said the exchange found breach points beyond the initial laptop compromise and hopes to resume withdrawals by Sunday (CoinDesk), with a full reserve report on Monday, 2 Nov (TokenPost). Price and flows. The 30 Oct UTC close was $77,198.21 (Yahoo), −0.7% on the day and −4.8% on the week; CoinGecko spot was about $77,400 this morning (CoinGecko). Drawdown from ~$126.2k is 38.8%; 30-day realized volatility is about 29.3% (Yahoo closes). ETF daily totals for 26–30 Oct were +110.3, +176.0, +137.3, +17.2 and −643.2 ($M), the 30 Oct outflow led by IBIT (−233.7) and FBTC (−201.0) (Farside). USDT $0.9992, USDC $0.9999 (CoinGecko). Hashrate ~1,069 EH/s vs ~1,024 EH/s 30-day mean (mempool.space). Fear & Greed 30 (Alternative.me). Indicators. B-7 SIGNIFICANT (top-10 exchange withdrawals halted over 24h). B-5 SIGNIFICANT (Brent over $110). B-1 ABNORMAL (38.8%). B-2, B-3, B-4, B-6, B-8, B-9, B-10 ROUTINE. Roll-up: 2 Significant = POTENTIAL CRISIS (=). Tripwires (B-7 or B-8 at Extreme) not met. EWC on exchange-security contagion stays open. Analyst Comment. A $643M one-day ETF outflow the day after the hack shows institutional holders reacting, but the week stayed well inside the ±$1B Routine band, so this is not yet panic. A Sunday reopening with visible on-chain withdrawals would likely let B-7 fall back to Abnormal; a missed target would be the first real test of confidence.
December Brent expired at $117.64 (+2.4%) after touching $118; the January contract, now front month, settled $113.43; WTI settled $104.12. Brent rose 13.6% in October, its highest settle since late April, after an attack on a tanker in Hormuz and reports of possible post-election US strikes on Iran (Reuters via Euronext). AAA regular is $4.184, from $4.296 a week ago (AAA); EIA's 26 Oct value is $4.269, next release 3 Nov (EIA). Indicators. Core CPI ROUTINE (carried); T5YIE ROUTINE (carried); Brent SIGNIFICANT; gasoline SIGNIFICANT (EIA, carried; AAA already under $4.25). Formula POTENTIAL CRISIS; override −1 to ENVIRONMENT FOR CRISIS (kept): both Significant reads come from one oil shock, and pump prices are falling, not rising. Trend =. Analyst Comment. The pump and the futures curve are diverging: retail gasoline is still working off earlier crude declines while Brent rebounds. If January Brent holds above $113, the AAA decline likely stalls within two weeks.
Treasury's 30 Oct par curve: 2-year 4.56%, 10-year 4.94% (from 4.98%), 30-year 5.31%; the 10-year is down 6 bp on the week from 5.00% on 23 Oct (Treasury). St. Louis Fed President Musalem said further firming is needed "soon," and Dallas Fed President Logan called for at least two more quarter-point hikes (investingLive). Kalshi's December hike contract traded at 73 cents (FinancialMarkets.com); Scotiabank put futures pricing at about 18 bp of a quarter-point hike (Scotiabank). Indicators. 10y ABNORMAL; weekly move ROUTINE (−6 bp); Fed vs pricing ROUTINE; auctions ROUTINE (no auction 30 Oct). Formula NO CRISIS; override +1 to ENVIRONMENT FOR CRISIS (kept): a December hike is still priced as likely and Fed speakers are pushing it. Trend =.
No new prints since 30 Oct. Payrolls ABNORMAL (carried); claims, GDPNow ROUTINE (carried). Roll-up NO CRISIS (=). October payrolls are due Friday, 6 Nov.
No new PMMS; 30y fixed 7.24% carried from 29 Oct (Freddie Mac). 30y ABNORMAL. Roll-up NO CRISIS (=). Analyst Comment. The 10-year's fall toward 4.9% likely keeps the 5 Nov PMMS under 7.25%.

ECO-06 (≤4.85%), ECO-09 (≥5.10%), ECO-02 (≥5.25%): 4.94%, none hit. ECO-10 (EIA <$4.25 for 2 Nov): AAA $4.184, trending hit. ECO-11 (December hike, 70%): ~73% Kalshi.
