BLUF. WIRE Economics stays at POTENTIAL CRISIS but the trend turns ↓ as Binance reopens withdrawals. The exchange began phase one at 06:00–09:00 UTC today, starting with the Bitcoin network and 15 networks in total, and says it has now covered about 95% of the stolen amount (Binance; Reuters via Investing.com). That resolves BTC-13 as a hit. Bitcoin closed 31 Oct at $77,435 (Yahoo) and trades near $77,900 (CoinGecko). Markets are shut for the weekend, so Brent (January $113.43) and the 10-year (4.94%) are carried from Friday. AAA regular gasoline fell to $4.173 (AAA). The week ahead is heavy: refunding (2 and 4 Nov), US midterms (3 Nov) and October payrolls (6 Nov).

I. ECO-T5 DIGITAL ASSETS (BITCOIN) | POTENTIAL CRISIS

Security. Binance's Recovery Update #4 (published 31 Oct, 20:08) said phase one of withdrawals would resume on 1 Nov between 06:00 and 09:00 UTC across 15 networks, including BTC, ETH, BSC, TRX, SOL and XRP, with other networks to follow after security checks. It said coverage of the impacted amount rose to about 95%, the remaining 5% being less liquid tokens, and that balances in the top ten assets are fully backed (Binance). Bitcoin withdrawals resumed shortly after 06:00 GMT, with ether, BNB and some USDT and USDC withdrawals also restored (Reuters via Investing.com; AFP; CoinDesk). Reuters reports the FBI has tied the theft to North Korea. The full proof-of-reserves report is still pending, expected by 3 Nov (UTC) (Exchange.news). Price and flows. UTC closes were $77,434.75 on 31 Oct and $77,198.21 on 30 Oct (Yahoo); CoinGecko spot was $77,884 this morning. Drawdown from ~$126.2k is 38.6%; 30-day realized volatility is 28.8% (Yahoo closes). No ETF flows over the weekend; last week −$202.4M (Farside). USDT $0.9994, USDC $0.9999 (CoinGecko). Hashrate ~1,076 EH/s vs ~1,029 EH/s 30-day mean (mempool.space). Fear & Greed 34, from 30 (Alternative.me). Indicators. B-7 SIGNIFICANT (hack over $500M; withdrawal halt now ended). B-5 SIGNIFICANT (Brent over $110, carried). B-1 ABNORMAL (38.6%). B-2, B-3, B-4, B-6, B-8, B-9, B-10 ROUTINE. Roll-up: 2 Significant = POTENTIAL CRISIS, trend ↓. Tripwires (B-7 or B-8 at Extreme) not met. Analyst Comment. The restart removes the main contagion risk, and the calm weekend price action suggests holders did not treat the halt as a solvency event. B-7 will likely fall to Abnormal once the reserve report lands and the remaining networks reopen without a run. A weak or delayed reserve report is the remaining tail risk.

II. ECO-T2 INFLATION AND ENERGY PASS-THROUGH | ENVIRONMENT FOR CRISIS

No settlements over the weekend; January Brent $113.43 and WTI $104.12 are Friday's settles (CNBC). Qatar's Nakilat said its LNG carrier Al Mayeda was struck by "unidentified objects" in the Gulf on Friday evening but stayed operational, with no injuries (Anadolu; Al Jazeera). AAA regular is $4.173, from $4.289 a week ago and $4.414 a month ago (AAA). EIA's next weekly release is 2 Nov (EIA). Indicators. Core CPI ROUTINE (carried); T5YIE ROUTINE (carried); Brent SIGNIFICANT; gasoline SIGNIFICANT (EIA, carried). Formula POTENTIAL CRISIS; override −1 to ENVIRONMENT FOR CRISIS (kept): both Significant reads come from one oil shock, and pump prices are still falling. Trend =. Analyst Comment. Sunday-evening futures will show whether the Al Mayeda strike adds a risk premium; a January Brent open above $116 would likely stall the pump decline.

III. ECO-T1 RATES, FED AND SOVEREIGN DEBT | ENVIRONMENT FOR CRISIS

The 10-year is carried at 4.94% from the 30 Oct curve (Treasury). Treasury releases financing estimates on 2 Nov and the refunding statement on 4 Nov (Treasury). The August statement held 10-year and 30-year sizes at $42B and $25B and expected to keep coupon sizes "for at least the next several quarters" (Treasury). Indicators. 10y ABNORMAL; weekly move ROUTINE; Fed vs pricing ROUTINE; auctions ROUTINE. Formula NO CRISIS; override +1 to ENVIRONMENT FOR CRISIS (kept): a December hike is still priced as likely. Trend =.

IV. ECO-T3 LABOR AND GROWTH | NO CRISIS

No new prints. Payrolls ABNORMAL (carried); claims, GDPNow ROUTINE (carried). Roll-up NO CRISIS (=). ISM manufacturing is due 2 Nov and October payrolls 6 Nov.

V. ECO-T4 HOUSING AND MORTGAGE | NO CRISIS

30y fixed 7.24% carried from 29 Oct (Freddie Mac). 30y ABNORMAL. Roll-up NO CRISIS (=).
